Getting A Driving License in Canberra, ACT:

There are steps to obtaining your provisional drivers licence, please read the information careful to ensure you are ready, prepared and able to participate safely.

For ACT Learner licences issued or renewed after 1 January 2020 If your ACT Learners licence was issued or renewed after 1 January 2020 you will be on the new Graduated Licensing Scheme (GLS). This affects only C class (Car) licences. R Class (Motorcycle) are unaffected. The minimum age to obtain a provisional car or motorcycle licence is 17. Access Canberra must confirm your identity prior to completing this transaction. If you do not hold, or cannot produce, your ACT Driver Licence, you may be required to provide full proof of identity and/or residency. The GLS requirements to obtain a provisional driver licence are:

Hold an active* ACT Learner Driver Licence for a minimum of 12 months (6 months if aged 25 or older at the time of getting your ACT learner licence) completed the online Hazard Perception Test** (can only be completed after 3 months of holding an active ACT learner licence) completed the required driving hours and record in your paper logbook, and successfully complete the one-off practical driving assessment with a Government Assessor or the Competency Based Training and Assessment through an Accredited Driving Instructor.

An active licence is a licence that hasn't expired, been suspended or disqualified. The Hazard Perception Test is an interactive test that is completed online. Users are required to follow the instructions, watch a video and determine when to click the take action button. The first attempt is free however if failed, users will need to wait and pay a nominal fee to retry. The Hazard Perception Test is only available to users that have held their active ACT learner licence for at least 3 months. The Hazard Perception test is available at the Safe Plates Testing website. A practice test is also available. The driving hours required in the logbook depend on the age of the learner licence holder: drivers under 25 years of age at the time of getting your ACT learner licence are required to complete 100 supervised driving hours including 10 at night drivers 25 years of age or older at the time of getting your ACT learner licence are required to complete 50 supervised driving hours including 5 at night.

Credited hours for all drivers under GLS:

For the first 10 hours, 3 hours of supervised driving hours will be applied for each singular hour driven whilst supervised by an ACT Accredited Driving Instructor. The optional road safety courses combined, will provide a learner licence holder with credit of 30 hours supervised driving hours.

Note: The logbook will need to be filled in with all hours recorded on the appropriate pages. If an electronic logbook has been used to record any supervised driving hours, these details will need to be transcribed into the physical logbook. Interstate or overseas licence holders.

Book your driving assessment/ driving test ACT/ Canberra driving test:

Driving assessments take around 45 minutes. ACT Learner licence holders may choose to obtain their provisional licence by completing either: The Competency Based Training and Assessment with an ACT Accredited Driving Instructor who will train and assess learners or by booking a practical driving assessment with a Government Licence Examiner who will only assess learners. The practical driving assessment or driving test ACT is available for: ACT Learner licence holders; Interstate Learner licence holders; and Overseas licence holders from a non-approved country. You must be at least 17 years of age on the date of the practical driving test or Canberra driving test, unless applying for an underage licence. Please consider this when choosing the date for your test. Make sure that you have checked that you meet all of the requirements for your licence type and have read the below information about "What to take to the assessment". For overseas licence holders from a non-approved country, you must complete the full Pre-Learner Licence Course before you can book in for the Government Driving Assessment with a government licence examiner. Bookings must be made in person for anyone holding an overseas licence or an interstate licence at an Access Canberra Service Centre.

Assessments or Canberra driving test are conducted from the Access Canberra Gungahlin Service Centre and the Access Canberra Tuggeranong Service Centre. You will need to select a location at the time of booking. The fee for the driving assessment must be made in full at the time of booking. If you arrive more than 5 minutes after the appointment time, the assessment will not be conducted, as it will delay further assessments. You will be required to book another assessment and pay the full fee again.

If you need to change the appointment date you must give at least 48 hours notice and pay the applicable fee. A change of booking can be made in person at an Access Canberra Service Centre or by phoning Access Canberra on 13 22 81. If you do not give 48 hours notice your booking fee will be forfeited.

If you need to cancel your booking you must provide Access Canberra with 48 hours notice to be eligible for a booking refund. A surcharge fee is applicable and will be deducted from the refund at time of cancellation. If cancelled within 48 hours of the assessment there is no refund. Cancellations can be made in person at an Access Canberra Service Centre or by phoning Access Canberra on 13 22 81.
